Cybersecurity Baseline, An Exploration, Which Permits to Delineate National Cybersecurity Strategy in Ecuador

Abstract:

Information and Communication Technologies entails risks inherent to their use, which must be treated by organizations to protect their users from possible damage to their integrity. To determine the way to protect users, a real knowledge of the current situation is indispensable. This study allows to know the current state of cybersecurity in Ecuador through a systematic and organized process, based on the main criterion that should be considered in the establishment of a National Cybersecurity Strategy (NCS), considering its level of maturity. The results obtained as a baseline are a significant contribution to the definition of the NCS in Ecuador and the procedure could be applied by other countries in the region both to prepare their policies and to monitor the impact they have had.
