Abstract:
From a centralized perspective, the State has not been able to provide answers to the conflicts that are generated in the localities in relation to water. The arbitrary dynamics of intervention from the state apparatus have given way to the deepening of the social and economic inequalities of the peasant and popular populations. In recent years, due to phenomena such as desertification and drought, 1.8 billion people living in the rural sector of the planet have been affected by phenomena such as desertification and drought (United Nations Convention to Combat Desertification, 2018). It is estimated that the demand for water consumption at the planet level during 2018 was located at 4600 km³/year and that by 2050 this demand will increase to 5500 to 6000 km³/year).
