Abstract:

Health in Ecuador is regulated by a new management model of the Ministry of Public Health (MSP) that takes into account the new territorial organization by SENPLADES, to bring health services closer to the community, guaranteeing a response to the processes of Recovery, rehabilitation, etc. In the analysis of health services by the districts, clearly establishes within these, a first and second level of care, with an adequate infrastructure for comprehensive care of patients, regardless of the existing population. At present, the problem of urban parishes in relation to rural parishes is the scarcity of second level services, which causes a saturation in the different levels of attention of the neighboring districts, causing chaos in the National Health System.
