ENVIRONMENTAL RIGHTS AND THE MONITORING OF ENVIRONMENTAL PROTECTION IN ECUADOR


Abstract:

The protection of the environment is an obligation of every nation. In Ecuador, the surveillance of environmental rights by the Municipal Control Agents in conjunction with the Municipal Decentralized Autonomous Government is a constitutional obligation. University studies have shown that currently the apprehension against people who commit a crime against nature, has been compromised to the correct use of legal norms due to the lack of knowledge of the control agents. The officers lack legal competence, although they do inform the Director of Justice and Surveillance of violations against nature. For this reason, the present study aims to determine the negative effects caused by environmental pollution, and the factors that influence the Municipal Control Agents to be trained in environmental control, to protect nature and the environment from violators, and to collaborate in the surveillance of environmental protection. For the modeling, the Ishikawa diagram, Saaty’s AHP method and TOPSIS were used to obtain the alternatives in favor of the environment.
