Ecuador: La iniciativa popular normativa en el gobierno de la revolucion ciudadana


Abstract:

In November 2007 the National Constituent Assembly was installed with full powers to draft a new Constitution and thereby renew the Ecuadorian political system. This article aims to analyze the development of the popular normative initiative as an institutional procedure for citizen participation, from May 2009 to December 2014, and identify the main factors that influenced its impulse or obstruction in the national political scenario. The research is descriptive, with no experimental, quantitative, documentary design, using primary and secondary information sources. Legislative production was revised in the study period to establish the contribution of citizens to the construction of public policy and the results reveal that the experiences are few and inconsequential, due to a legislative subject to presidential control and a model of government where the times, the spaces and the ways to implement the mechanisms of direct and participatory democracy are defined "from above", according to the political conjuncture. In addition, it is not enough to write legislation with progressive content for society to use these mechanisms and generate structural changes, but a democratic State that respects fundamental rights is required.
