Airworthiness and Safety in Air Operations in Ecuadorian Public Institutions

Abstract:

With the expansion of civil and public aviation, all aircraft that share Ecuadorian airspace must be properly regulated. The objective is to minimize air accidents through a single standard to raise safety levels in air operations through an airworthiness regulation that extends specific rules for this important sector and led by the Ecuadorian Air Force, to issue a corresponding aeronautical certification. This research is mixed in nature, applying the qualitative approach with expert consultation through the Delphi method and quantitative approach using bibliographic research techniques. It is analyzed the applicability of the international standards: ISO IEC 17021–1;2015 and ISO IEC 17021–3:2017 for accreditation of the Airworthiness Directorate of the Ecuadorian Air Force (FAE) with the National Accreditation Service (SAE), which is the highest certifying body at Ecuador level; by identifying the requirements that the Ecuadorian Air Force meets and what should be worked on for its improvement, to propose changes to the Organization's Handbook based on the ISO standard. The result of the investigation following the analysis of the documentation, procedures and specific training of the personnel working in the Airworthiness Directorate shows that the FAE meets 39% of the requirements, it is still up to 55% of them to work and that 6% are not applicable to our reality.
