El Sistema de Gestión Participativa en la Parroquia Guamaní a partir del estudio de caso del barrio Nueva Aurora en los años 2007 Y 2011.


Abstract:

This research was carried out in the neighborhood of Nueva Aurora, located in the south west of Quito, in the Guamaní parish, under the jurisdiction of the Quitumbe Zonal Administration of the Metropolitan District of Quito. It counted on the active participation of the neighborhood’s directives and residents, and the authorities of the Quitumbe Zonal Administration. This research constituted a formative and participative process since its implementation was done under the knowledge, consent and participation of those involved: neighborhood’s authorities, leaders and residents, and the support of the members of the technical team of the Participative Management Coordination of the Quitumbe Zonal Administration of the Municipality of the Metropolitan District of Quito (MDMQ). The general objective of this work was to understand the changes that raised in the Nueva Aurora neighborhood due to the implementation of the Participation Management System (SGP), and to understand the reasons why these processes of civic participation are circumstantial and are fed on strong components of political clientelism, phenomena that, at last, drives to the population demobilization, disorganization and lack of participation to solve the problems that the community suffers, as well as staying out of the decision making process. This work analyses the implementation of the Civic Participation Process, as a tool to meet the needs of the residents and the neighborhood organizations. It also explains the meaning of: Accountability, Civic Participation, and Participative Management System (SGP). A special emphasis is made on the Participative Budget, as a bet for the social actors, and adresses the participative budgets in the Metropolitan District of Quito.
