Abstract:

In the present work of qualification is describes the study of the Open Data and the options of open licenses, as well as analyzes the regional trend toward an open Government, the policies recommended, the benefits and barriers to their development and the standard of quality for the publication of Open Data. A scan is made of the initiatives at the level of South America with Brazil as a reference and evaluates the state of the opening of proceedings at the national level and the quality with which are published. In addition, this project analyzes the state of the opening of the Autonomous Governments Decentralized of Ecuador and defines a proposal of recommendations for the development of an initiative of Open Data in the canton Zamora together with a list of best practices.
