Abstract:
This research is an Evaluation to the Processes of Hiring Personnel at the “Servicio Ecuatoriano de Capacitación Profesional” (SECAP) – Centro Operativo Tena, from Tena, Napo province. It was developed through the analysis of the process of correlation and the process of the payment. For this, indicators determinet the level of efficiency and effectiveness of the management of this process. It was found that the evaluation of the legal procedure of the processes of hiring personnel allowed to determine that the contracts of the instructors who work for “Servicio Ecuatoriano de Capacitación Profesional – Centro Operativo Tena” are ruled by the Article. 148 of the regulations established in the Organic Law of the Public Service (LOSEP). It has not been suggested remedial actions to allow overcoming the weaknesses and failings found the process of this research. The indicators applied allowed to know that the sub-processes present a level of effectiveness which is in the rank of effective and very effective. Therefore, it is recommended to implement mechanisms to evaluate the efficiency ann effectiveness of the management of the human talent in the process of hiring instructors for the “Servicio Ecuatoriano de Capacitación Profesional – Centro Operativo Tena”. Some other suggestion are to continue working on the evaluation of the legal and administrative processes, to consider the flow charts and the tables of procedure of the proposal of this research. Finally, the last suggestion is to apply constantly indicators that allow determining the level of efficiency and effectiveness of the process of hiring instructors and its sub process.
