Analysis of Digital Government in Ecuador : Review of Ecuadorian Agenda with Regard to the Digital Government Stage Framework

Abstract:

This article is an effort to understand the evolution of Digital Government in Ecuador through the Digital Government Stage Framework (DGSF) as the latest model to evaluate public administration. The research objective is to analyze the current status of Ecuador by applying the DGSF model. This document is based on a documented research methodology. Resources such as the Constitution of Ecuador and other legal documents, research papers on d-government and DGSF as well as public policies, programs, and projects have all been reviewed. The results show that Ecuador has applied certain recommendations of the DGSF model in some public instances. Its limitations are due to exclusive documented analysis and public data that the government presents in its reports. The conclusion shows that the evolution of the DGSF in Ecuador has reached the second stage of the model.
