Analysis of due process in the closure of public service facilities using pestel analysis combined with AHP by saaty
Abstract:
The investigation has been generated as a legal initiative in the face of the eminent problem that is caused once the Police Quartermasters proceed with the closing act of night entertainment centers, which violates the constitutional rights of their owners to be able to work. It is necessary that the Ecuadorian State regulate the operation of night clubs and that there be full control over this procedure. The creation of an alternative to the process of closing down the premises has allowed the creation of a proposal regarding the actions of those in charge of this process, in which the continuity of the activities is promoted, thus avoiding greater losses for those who commit such infractions. With all that has been developed, the research method has been applied and using the PESTEL analysis combined with Saaty’s AHP, the strategies to be followed in the normative act of the right to those who develop commercial activity of public attention and especially the owners of night clubs, to serve as a legal instrument for the exoneration of the fees and special improvement contributions for the elderly.
