Analysis of the principle of competition in the electronic reverse auction in canton santo domingo using pestel analysis combined with ahp by satty


Abstract:

Currently, public entities can contract private companies through the public procurement portal of the National Public Procurement Service, in which small and large companies apply through the electronic reverse auction process where they must comply with the principles stipulated in the Organic Law of the National Procurement System, as determined in Article 4; One of these principles is concurrence, which in general seeks to ensure equal opportunities or treatment of all suppliers that bid. The objective of this research is to analyze the applicability of the principle of concurrence in electronic reverse auction processes within the scope of public procurement in the Canton of Santo Domingo, and to define the factor that can have the greatest influence on the compliance of the qualification of suppliers in the process by the contracting entity. With all that has been developed, the research method has been applied, and using the PESTEL analysis combined with Saaty’s AHP, the strategies to be followed in the regulatory act of the right to tax exemptions were established, so that it can serve as a legal instrument for the exemption of taxes and special improvement contributions for the elderly.
