Exorcising the Demons of War: Memory, Identity, and Honor in the Equador-Peru Peace Negotiations
Abstract:
This paper analyses the 1995-1998 Ecuador-Peru peace process designed to end one of most persistent territorial disputes in Latin America. It is concerned with negotiation dynamics, the decision making process involved in breakthroughs and the role of partisan perceptions. The paper concentrates on how the Ecuadorian negotiators handled Ecuador's longstanding territorial aspirations in the course of bilateral negotiations. Such expectations proved a hindrance to a realistic peace accord and so had to be carefully pared down through strategies intended to secure a domestically viable accord.
