Governance and new media in European public service media. An overview around public value tests
Abstract:
The progress of European public service broadcasters in the field of digital media during the last years have been surrounded by controversy. The need to legitimize these new activities led to the implantation of a public value test that assesses new proposals of the public service media organizations, counterbalancing its public value and its market impact. This paper approaches and contextualizes the tests implemented in 10 member States of the European Union, focusing on the similarities and differences that arise from the national contexts.
