Human development in Venezuela


Abstract:

The following article aims to analyze the trends and evolution of human development in Venezuela for the period 2000-2010. The research was framed in a positivist methodology using statistical techniques. Conclusions were that scarce resources and historical difficulties demand increased budgetary and management efforts in terms of quantity, quality and transparency by the state through public spending. In recent years, the state has not fully exploited the potential of fiscal policy and economic bonanza periods, preceded by the auspicious oil booms, to encourage, stimulate and strengthen human development that would let the population in general have a quality of life consonant with a society leading to general, sustainable and permanent well-being. This is due to various constraints and challenges, such as a lack of diversification in public funding, the low tax burden, corruption in political praxis, the largely regressive structure of the collection system, and inadequate, inequitable social and public spending.
