Abstract:

The present investigation approaches the incidence of institutional planning in the improvement of the management of the Decentralized Autonomous Municipal Government of Machala. Currently, the Constitution and the laws establish that the institutions that manage the public funds plan their management by aligning the National Development Plan, in compliance with this parameter, decentralized autonomous governments have been adapting to this new management model, incorporating methodologies and planning tools, however, are still in the construction of the conditions for generating institutional planning. The Autonomous Decentralized Municipal Government of Machala is one of the few municipalities that has been progressively assuming institutional planning, however weaknesses and gaps are observed, hence its characterization and expression in practice, technical conditions Policies, as well as the direction and guidelines implemented in search of the improvement of the management; Finally, a route of action is left in this arduous task of generating planning culture.
