LIMITING ACCESS TO MEDICINES FOR PEOPLE SUFFERING FROM CATASTROPHIC DISEASES


Abstract:

This research work evaluates the deficiencies of the health sector in the city of Santo Domingo, with special emphasis on care for those who suffer from catastrophic or rare diseases. It is taken into consideration that the public hospitals of Santo Domingo serve approximately 11,000 patients with catastrophic illnesses, 59% in the Ministry of Public Health. Due to the limitations established in the basic table of essential medicines, it is not possible to acquire all the medicines and supplies required to guarantee comprehensive care for the population. This work aims to reflect on the right to health both in the national and international context, doctrinal, jurisprudential, normative concepts are used in accordance with the Law and the Constitution of the Republic. It focuses on the weaknesses that institutions present in the areas of prevention, diagnosis and treatment of catastrophic diseases. The methods used in this research are: field research, bibliographic research, observation and interview. As a result, the need to implement policies and guidelines aimed at the efficient acquisition and effective delivery of medicines is expressed in order to cover existing needs, and guarantee the rights set forth in the Constitution.
