La Eficacia de la Participación Ciudadana en los Planes de Desarrollo y Ordenamiento Territorial de la Parroquia San José de Ancón en el año 2013

Abstract:

Citizen participation in the planning process in the territories, ensuring active participation in decision-making, management and social control of different areas and spaces of different levels of governments, through participatory planning, hence the importance of incorporating public participation in the formulation of development plans and land use; consider citizen participation as an action that takes up space as a social and political construction, which is developed through deepening democratic mechanisms and management tools. Constitution of Ecuador the 2008, is given to planning a strategic role in ensuring the exercise of rights, the achievement of the objectives of the scheme of development and the principles enshrined in this social agreement being obligatory for the regional autonomous governments, provincial, municipal and parish, planning their jurisdiction. Government in the Parish of San José de Ancon, we propose the construction of a System for Measuring the Effectiveness of Public Participation in the Development Plans and Zoning, which measure the implementation of the priority projects in the areas of participation and achieve the goals and objectives established in the planning
