La cooperación internacional y su aporte al desarrollo del talento humano en Ecuador período 2015-2020
Abstract:
According to the Foreign Ministry, in the last decade, Ecuador suffered a significant decrease in the flow of Official Development Assistance (ODA), which responds, on the one hand, to the social and multidimensional transformations of developing countries, which imply a withdrawal of cooperation in general from the region, but, on the other hand, it is important to reflect on the Ecuadorian System of International Cooperation, and its articulation with entities, legal basis and instructions on how to access and be part of the system to achieve optimization. of its management, the same as it is an ideal parameter to expand the coverage of adherents with better opportunities to attract new and greater flows of resources, technical and economic, for development (Ministry of Foreign Affairs and Human Mobility, 2019). In the global context, the transformations in the architecture of international cooperation place us before a different scenario from the one that served as the platform for the Paris Declaration, whose principles have been the axis around which development cooperation has revolved in recent years. last years. The current moment shows an encouraging panorama since the situation between Ecuador and the region in the face of international cooperation shows great changes and challenges. On the one hand, the increasing inclusion of new actors, outside the traditional state ones, as well as the transformation of modalities towards a marked pre-eminence of reimbursable or combined financial mechanisms, and on the other hand, the inauguration process within the region, defined by the income level of the countries and which implies the reduction and exit of the Non-reimbursable International Cooperation – INRC; the same one that deserves reflection on whether the exercise of cooperation should be reconsidered, in addition to a look at the objectives and roles of each country that has managed to improve some of its development conditions, but that still have to fight against structural gaps that persist and that prevent a greater well-being and degree of development from being achieved (Ministry of Foreign Affairs and Human Mobility, 2019
