Laboratories of Public Innovation as a Methodology of Identification for Informal Settlements Actors in Duran City, Guayas, Ecuador


Abstract:

The phenomenon of Informal Settlements is a problem hardly ever discussed in Ecuador, notwithstanding the growth of this type of human settlements in large cities. This work describes the factors associated with increasing of dwellings on land without legalizing. Among the associated factors with the growth of housing on land without legalizing due to the fact that there is an inadequate supply for people who require it, usually, they do not have resources enough to get a house because prices are above their economic possibilities on the other hand, it was found that another factor that has increased the level of these settlements is that there is not an solid legal and regulatory framework, When the State intends to legalize land without an owner, there are people who promote the increase in land trafficking. From these factors we can identify the actor’s role in this problem and we noticed the problem lies in the joint management of all sectors: private, public and citizens in general. The work summarizes some academic, political and social considerations about the formal and informal real estate markets, and the Government of Duran city, and its relationship with the materialization of Informal Settlements. We highlight some evidences about the causes that promote this phenomenon from a systematic approach and design of public policies. Finally, it is presented to innovation laboratories as an alternative tool for public policy makers in the development of public innovation projects in the management of Informal Settlements.
