Lineamientos para la implementación de la ley para combatir la trata de personas
Abstract:
Human trafficking is a phenomenon that evolved throughout history, from ancient Rome until today, reason why it is considered the slavery of the 21 Century. The international community has gone through significant efforts to promote in national legislations the normative that will punish this behavior, protect its victims, and prevent the crime; however, countries like Ecuador, have limited their normative to the punishment of trafficking and a public policy that, from its adoption, has never been implemented. For the creation of this work, other than the use of extensive bibliography, interviews were performed to people who, due to their line of work and experience, know about the subject. Surveys were also performed on individuals belonging to a group of the population that is vulnerable to human trafficking, namely adolescent women between 15 and 17 years of age in Quito, in order to determine how much they know about the problem. Latin American countries such as Argentina, Peru, Colombia, Guatemala and Mexico that have a reality similar to that of Ecuador, have adopted special laws to combat human trafficking; these legislations could well serve as examples to structure a law that would combat human trafficking in Ecuador. Said law must contain a normative in relation to the penal type human trafficking and its different modalities; prevention measures for the crime and victim protection.
