Linking risk and land governance in land administration. A conceptual interaction approach


Abstract:

Vulnerable communities in Ecuador fail to create a complete land use planning process to prevent or avoid natural multihazard loses that increase due to the characteristics and location of communities lacking mitigation subjects in their local plans and development regulations. The importance of spatial planning as part of land use planning for disaster prevention and mitigation is a better approach than the emphasis given to the preparedness and response processes usually resulting in more severe disasters. One major objective of land administration projects is to improve tenure security and access to land, providing improved incomes, governance and equity. Non-agriculture and risky land usually do not have formal land tenure, have poor land governance support, and the parties settled there have no other means of access to land. Security of tenure as an element of the vulnerability is an important factor in the reconstruction and restitution phases after a natural disaster. Rights are usually considered within the traditional cadastre while restrictions and responsibilities are considered within the new land administration concept. In a good risk governance, the need of hazard information should encourage the development of spatial data infrastructures to continue integrating risk governance, land governance processes in comprehensive land administration.
