Methodology to evaluate the transparency on colombian town halls’ websites


Abstract:

Most of the times, Colombian town halls’ websites look more like a space for publicity ads made by municipal administrations than a space in which political representatives give relevant information to their citizenry. Providing relevant information may allow citizens to exert control over their public administrators’ management. The methodology named Infoparticipa Colombia allows us to evaluate the transparency on the Colombian cities’ and districts’ town halls websites. Therefore, it examines whether the municipalities fulfill the obligations contemplated in the Transparency and Access to Public Information law, the Municipal and District Regime, as well as the Online Government Strategy. It also evaluates if these websites provide information about the mayors’ resumes, resources administration, government management, and citizen’s participation mechanisms. The goal is to improve the information uploaded to these websites and the way it is presented to their citizens.
