Multidimensional tool for measurement of the integration of health service networks in the primary health care

Abstract:

Introduction: the integration of health service networks is a complex process generating practical problems that should be monitored for systematic interventions. This is a requirement to guarantee sustainable universal health coverage within a primary health care-based service rendering strategy. So far, there is no multidimensional research tool that may characterize this complex reality. Objective: to submit a tool for the characterization of the achieved health service network integration. Methods: developmental research in the field of health services and systems. The design and development of the said tool involved a group of leading experts and others specialists selected according to pre-established criteria. They defined and characterized the object of study, selected the criteria and the measuring scales to be used and also determined the ways of applying and interpreting such a tool. In situ tests were made to validate its feasibility. Results: a mixed approach research tool was developed with a module to collect data through qualitative techniques and another one through quantitative techniques. It used preset indicators and standards of integration to measure the reached level. The generated information could be triangle for the data analysis and the decision-making. The application of this tool in a network yields positive results in terms of usefulness, feasibility and suitability. Conclusions: this multidimensional product for research may be used to characterize with a mixed approach the health service network integration.
