Necesidad de manuales de procedimientos en la administración pública para materializar el principio constitucional de transparencia
Abstract:
The Law of Access to Administrative Information is a component that allows the administrated a better control of the authenticity, opportunity, convenience, legitimacy and effectiveness of the public administrative function. The Administration has transcendence in concrete social contexts increasing its complexity in relation to the purpose pursued, therefore the Public Administration increases this degree by seeking to reconcile norms, policies, social demands and resources to manage the general welfare. The procedure forms the foundation of Administrative Law. It is the fragment that immobilizes more genetic information on public law in a given time and space, understood from the hologrammatic principle in the complex formation that tolerates the legal system. Procedural manuals become. The legal, technical and administrative instruments in which the procedures, policies and activities that must be followed to efficiently comply with the functions entrusted to the Public Administration are recorded in an orderly and systemic manner, taking as a frame of reference the realization of the constitutional principle of transparency and general welfare.
