New constitutional order, higher education and social responsibility in Venezuela


Abstract:

The Venezuelan constitution of 1999 introduced changes in the concept of the State and adaptation of the institutions created; from this, follows the need to introduce changes that make viable relations between the university sector and the social environment. Documentary research reveals that this regulatory framework supports bases for educational reorganization, especially in terms of the notion of responsibility, because it constitutes the legitimizing foundation for educational action linked to the project for the State in Venezuela, turning it into an instrument to strengthen the democratic system. Legislative initiatives are described, ordered in terms of social responsibility. Conclusions are that the legislative development has decanted this concept.
