POLICY PRIORITIES AND POLICY PERSPECTIVES IN EXECUTIVE AGENDAS IN LATIN AMERICA


Abstract:

The priorities of heads of state represent one of the most interesting indicators of government attention. Several studies worldwide have highlighted that such priorities may be obtained through speeches, public statements, and official documents. Also, this content and its relationship with government attention are crucial to analyze the agenda-setting process and changes in public policies. Based on studies retrieved from the policy process literature, this research innovates, especially from the point of view of geography. We present a descriptive analysis of presidential priorities in three Latin American countries–Brazil, Ecuador, and Mexico–producing a comparative analysis of each country’s findings to map and discuss whether there is a “Latin American presidential agenda.” Thus, this study answers the following questions: What are the priority issues in the presidential agendas? Is it possible to identify a Latin American agenda, or does each country have its own priorities? Are there similarities over capacity and diversity in Brazil, Ecuador, and México? The research observes issues that are priorities for the president and issues that are not priorities. The exercise of comparing the countries has led to question if there is something that brings the countries together. It was possible to identify both commonalities and issues in presidential agendas that differentiate presidential priorities and policy agendas. The case study presents the mapping of presidents’ priorities in Brazil, Ecuador, and Mexico, pointing out attention to different policy areas according to the country.
