Análisis de los nuevos procesos de contratación pública en el estado ecuatoriano susceptibles de posibles actos de corrupción
Abstract:
This research contains an analysis of the engagement processes and procedures to contract assets and services in Ecuadorian country, in order to accentuate that although the current regulations referring to pre contractual and contractual issues, these processes can be susceptible of corruption acts because of the significant economic resources invested in state contracting. For all the Ecuadorian public contracting processes, there are laws, regulations and resolutions issued by cognizant entities which give the basic standards and basic procedures to be observed for all the contracting party in public sector and everyone immersed in this kind of activity, whence every act and decision adopted around this topic shall fall strictly to the dispositions issued by the Ecuadorian law. However, in these days it is evident that corruption evades guidelines of Ecuadorian laws devising ways in order to obtain particular benefits affecting public patrimony and social welfare, that is why the objective of this research is take corrective measures respect this process and to stimulate their actors to proceed in an ethical and responsible way.
