Políticas públicas y desarrollo rural en el Ecuador. Propuesta centrada en la gestión de las Juntas Parroquiales. Estudio de caso: Parroquia Alangasí, cantón Quito, provincia de Pichincha, año 2013
Abstract:
The present investigation begins with the conceptualization of public policy and regional development, to move forward to the theory of development in a rural perspective. It is also presented the levels of the central government and autonomous governments of the province, county and parish are also presented. Later, the government and public policies with the roles of the Parochial and strengthening institutions of territorial planning and planning is explained by analyzing the three axes of development of the National Plan for Good Living 2013 - 2017. Here also it is exposed the participation and implementation of policies from the State, Ministries, as well as the National Secretary of Planning and Development, SENPLADES within the territorial framework of the Parochial. Hence, it is explained who are involved in parish, describing their demographic, political, economic, social, environmental, among the top as well as the results of government programs and managers thereof. Moreover the territorial public policy is evaluated, competencies and indicators, detailing the joints and powers of state agents. Finally, it is focus to the axes of intervention and operational criteria used in public policy, reaching determine the degree of participation of rural development actors are analyzed. Therefore, it is presented the conclusions and recommendations of the research.
