Políticas públicas y desarrollo rural en el Ecuador. Propuesta centrada en la gestión de las Juntas Parroquiales. Estudio de caso: Parroquia Olmedo, cantón Cayambe, provincia de Pichincha, Año 2013

Abstract:

10 ABSTRACT The research titled "Public policy and rural development in the Ecuador. Proposal focused on the management of the parochial boards. Case study: parish Olmedo, Cayambe canton, Pichincha province, year 2013 ", developed in the framework of the administration of the parochial boards. The objective was to analyze public policies, their impact on rural development and the participation of State and society. This study aims to explain, if the public policies, contribute to the reduction of gaps, promoting productive matrix, and sustainability. The methods have been used: scientific, descriptive, analytical and experiential. They were the main techniques: interviews, direct observation and application of surveys, in addition, the selection of bibliography, documents pages, files, and others. The investigation determined that the implementation of public policies, allows the resolution of problems, in the medium and long term. The parish of Olmedo, possesses high levels of marginalization, therefore, policies are aimed at reducing gaps, with the participation of State and citizenship; However, there is some degree of deficiency in the local management in the application of public policy.
