Políticas públicas y desarrollo rural en el Ecuador. Propuesta centrada en la gestión de las juntas parroquiales 2013. Estudio de caso: Parroquia San Pablo de Tenta, cantón Saraguro, provincia de Loja

Abstract:

The absence of management and leadership on the part of those who are responsable for the individual Ecuadorian parishes led to the fact that public policies have limited application in rural areas such as the parish of San Pablo de Tenta in the Canton Saraguro. No projects for the benefit of the local society were carried out in this parish during a number of years, which prevented the fulfilment of the national plan for development among the local population. An investigation was carried out in the parish San Pablo de Tenta in the canton Saraguro. The methology applied was of theoretical nature, scientific, descriptive and pragmatic. This type of investigation requires knowledge of economics and political science in order to break visible structural and cyclical patterns in rural areas with high ratio of poverty and marginalization. It is emphazised that the research was carried out as a hemerographic and bibliographic investigation as well as a field study. In order to obtain first insights it was necessary to refer to secondary information channels such as public institutions, interview people in authority and devise and carry out a public questionaire. The research problem was the lack of management of public policies in the parish San Pablo de Tenta prevented the development of this sector.
