Políticas públicas y desarrollo rural en el Ecuador. Propuesta centrada en la gestión de las juntas parroquiales. Estudio de caso : parroquia Zámbiza, cantón Quito, provincia de Pichincha, año 2013


Abstract:

This research seeks to describe the Environmental, Social and Economic Situation of the habitants of the population of Zámbiza. The main objective is to analyze the current public policy at this location and if they are directed to rural development, taking into account the construction of popular participation in decisions and engagement with the state as well as population rights, good living freedom, economic transformation and productivity. Along the research, it was posible to identify public policies applied to solve prioritized problems of Zámbiza which allow to promote local development though people participation. In addition, it was possible to evaluate potential productive activities in the location and characteristics related to environmental and cultural sustainability. Important findings in administrative and public management of the current popular directive board of Zámbiza are described as well as the aplication of public policies and actors of different projects of importance for all the population. Obtained results show that Zámbiza is engaged and working towards local development and on the solution of common problems. Additionally, it has been found that the population approves the action of the current directive board; however, it is also perceived a gap between the synergy of participative policies, its scope and the commitment of certain government entities and the Zámbiza directive board.
