Propuesta de método de formación comunitaria de gestión de riesgos "Voluntad de Dios 1, Monte Sinaí".


Abstract:

Risk management is a cross-cutting axis on the planning and ordering of a territory, with this in consideration, Ecuador marked an important milestone on 2008, when risk management was included on our Constitution. (Risk Management Secretary, 2014). Human mobility in Ecuador has been witnessed for over 5 decades now, starting with the migration from the country to the city, which represented a significative expansion on population for the bigger cities of our nation, especially in Guayaquil. The group of people coming from the countryside left their common set of activities such as farming and cattle raising and exchange them for trading, industrial production and fishing tasks. In the north of Guayaquil, Monte Sinaí neighboorhood has been chosen by hundreds of inmigrants from different sides of the country and Voluntad de Dios 1, one of its specific areas, has received numerous families looking for better oportunities and a new life. Sadly, the poor attention given to the implementation and enforcement of the law, the misuse of the soil, and the urging need of own housing do not allow the community to know the most suitable places to develop new human settlements, therefore they end up locating in areas with no vital services, generally near industrial facilities in big cities, given their proximity to working positions, or sloping hills and dangerous valleys, with no vegetation coverage, this is the case of the inhabitants of several new communities such as Voluntad de Dios 1, where the risks are constantly and considerably increasing. (INEC, National Statistics Institute, 2015). This document holds a proposal explaining a method that would increase the participation of the community members in their formation process on risk management in order to avoid and decrease the possible negative consequences and adverse events on this areas whether it is by natural or anthropic causes.
