REHABILITATION IN THE CONSTITUTIONAL STATE OF ECUADOR<sup>S</sup>OCIAL


Abstract:

Constitutionally, the purpose of the social rehabilitation system must be the comprehensive rehabilitation of criminally sen-tenced persons in order to reintegrate them into society. However, at many levels and for a long time there has been talk of a prison crisis in the region. Given the existing situation, it is advisable to evaluate the situation of the prison system and implement serious programs that allow it to achieve its objectives. To this end, this research seeks to establish an analysis of the main deficiencies in Ecuador’s rehabilitation system. In this way, it seeks to determine the main influencing factors in the current situation so that a system of priorities can be reached in which the government acts in stages to improve this system. For the development of this work, the AHP (Analytical Hierarchy Process) method is implemented as a multi-criteria decision method. The results obtained from the analysis carried out show that the experts agree that the increase in crime is the most important element in the current prison crisis in the country. A series of strategies are proposed aimed at reducing the incidence of the fundamental problem by eliminating the fundamental causes detected. The timeliness and effectiveness of multi-criteria decision methods are verified to evaluate and prioritize influencing elements in any defined problem.
