Radioscopy of the surveillance of infectious animal diseases in Belgium. Part II: Analyse of the organisationnal aspects of surveillance activities and recommendations
Abstract:
The objective of this study is to analyse the surveillance activities related to the specific animal diseases and also the structural and organizational aspects of the surveillance in Belgium concerning animal and zoonotic diseases in animals, in order to provide recommendations for improvement. In the first part of this study (part I), an inventory of the surveillance activities of animal and zoonotic diseases present in animals was carried out and the aspects relative to the specific surveillance of animal diseases were considered. In this second part, the organizational and structural aspects of the Belgian surveillance of animal health have been analyzed. Typologies have been realized to describe and visualize the organizational aspects of the surveillance. At the same time, an inventory of national and international, short- and middle-term recommendations concerning the organizational aspects of the surveillance was realized, namely based on a SWOT survey. The comparison of the current organization of the surveillance activities with the national and international recommendations allowed to identify needs and to propose structural surveillance improvement pathways. An important recommendation concerns the creation of a national platform of epidemiological surveillance made up of persons responsible of the authorities in charge of the surveillance of the animal health, wild fauna included, of the public health and of the food safety. This would ensure a collaboration and a coordination between these domains, what is particularly relevant for what concern the surveillance of zoonoses and of antibiotic resistance.
