Reflections on the public policies that structure higher education in ecuador: From principles to financial realities

Abstract:

In this paper, public policy regarding financing of Ecuadorian public universities is analyzed, with emphasis on universities in zone 7. The research is descriptive and documentary. It is concluded that free higher education negatively affects the finances of public universities in Ecuador, due to the economic limitations of the State when meeting the budgetary demands of the universities. In this regard, the proposal is presented to develop self-management initiatives that lead public universities to generate their own resources within the framework of what is established in the laws.
