Abstract:

The objective of the research was to analyze how Ecuador will assume the challenge of implementing a policy and regulation that favors the generation of decent employment, if more flexible labor regulations would favor competitiveness, or failing that labor rigidity reduces job creation. The scope of the research is qualitative, descriptive, by reviewing literature from secondary sources that allow describing the topic. The research allows us to establish that although Ecuador requires a new labor legislation that responds to the new global economy, labor flexibility does not necessarily lead to energizing job creation, in this sense it is essential to give a structural response since competitiveness does not have The only variable is the wage rate. Finally, the result of the study led to establishing the essential that becomes, the establishment of other forms of employability such as: promoting and promoting green employment, decentralized management and democratization of the economy with more active participation of the popular and solidarity economy, improve public management eliminating procedures and eliminating corruption
