SUSTAINABILITY IN THE DEFINITION OF PUBLIC POLICY, PLANS, PROGRAMS AND PROJECTS OF RURAL DEVELOPMENT IN ECUADOR


Abstract:

The Sustainable Development Goals (SDG) 2 and 12 foment sustainable production systems that apply resilient practices that increase productivity, maintain ecosystems, strengthen their capacity to adapt to climate change and improve soil quality, this must be reflected in indicators such as, the proportion of the agricultural area in which is practiced the sustainable agriculture. The objective of the research was to show the inclusion of the sustainability approach into public policy and compliance in the rural development plans, programs and projects that allow to achieve the SDG. The policy, programs and projects generated by the Agriculture and Livestock Ministry were reviewed, comparing them with a list of sustainability indicators; Finally, several interviews were conducted with public officials. The sectorial policy show a high content of the environmental, social and economic dimensions of sustainability, while in the programs and projects there is a limited incorporation of actions with indicators oriented to the promotion of sustainable production systems. The study concludes that agricultural policy incorporates the sustainability approach, more from pilot experiences, seeks to generate guidelines for the development of programs and projects with this approach.
