Smart Education: «ex ante» evaluation prior to the implementation of a ubiquitous learning strategy in Smart Cities

Abstract:

This article shows the result of an ex ante evaluation with the objective of knowing the feasibility or not of the implementation of a strategy of ubiquitous learning (Smart education) considering the parameters of an Smart city, for which a four-state Markov was used, which was assigned a percentage of population, transition probabilities, costs and effects considering a scenario of possible project execution and one of non-execution.
