Socially responsible public management: Case spinning development in ecuador


Abstract:

This research is part of the popular economic and non-financial solidarity sector. Here, the social programs that depend on this sector have a decisive impact on the development of the countries and in Ecuador it is no less, hence the need to analyze a good part of the current legislation, as well as the government’s action through its public policies as management and control tools under the Hilando el Desarrollo program. The work transposes the principles of social responsibility into measurable variables. With this, it goes beyond the follow-up to the execution of the state expenditure imposed by the control agencies. It seeks to generate an alternative model based on economic and social dimensions in order to transform the current production system, as well as advance the development and solidarity of the territories. As a result, a series of theoretical foundations are obtained based on the creation of methodological tools which allow quantifying the effects of social intervention programs. These will provide certainty, continuity and transparency in public management processes, as well as legitimacy in decision-making based on true social responsibility processes that every society claims.
