The Limits to Access to Higher Education in the Andean Community: beyond the Economic Issue


Abstract:

Access to higher education has been understood as a determining component for the evolution and social development of regions and countries. This aspect is, in fact, an essential element for the measurement of relevant economic indicators such as the human development index. Accordingly, this research explores the causes and effects of improved economic access to higher education in the last few years of the first and second quintiles among the members of the Andean Community in the last few years. Then, through an econometric model of panel data and interviews, fundamental findings are obtained concerning the access to higher education; since it can positively affect the improvement of family income; it can also facilitate the access to scholarships and cbkp_redits dedicated to this purpose; and likewise, it can ensure opportunities of economic access in the labor market. Although the increase in income would have a greater impact by covering above all the opportunity cost of studying, the limits to access to education are related to other criteria associated with lower coverage, such as rurality, ethnicity and gender, issues that are still timidly addressed by the policy.
