The impact of legislation on the development of IPTV in Latin America
Abstract:
The telecommunications and television sector is inseparable. The expansion of telecommunications presents a great challenge for regulation and that responds effectively to the needs of users. The purpose of this paper is to analyze the existing legislation in the countries of the Southern Cone and the Andean Community that affects the development of IPTV. At the same time, this work analyzes, through a documentary review, the bases on which the process of promoting television is developed through the use of IP networks in the countries that make up the mentioned territories. As main conclusions, the most advanced countries in the regulation of the convergence phenomenon are Brazil and Chile, while the countries that have made the most efforts to regulate IPTV are Brazil, Chile, Colombia and Panama. The success of television formulas such as IPTV or Internet TV is inseparable from regulation, however, the lack of national public policies to improve broadband and overcome the digital divide are conditions for the development of future television.
