The necessity of public private partnership projects and cooperation development framework to execute aerospace initiatives in Central America. The case of ESAI, El Salvador, Central America: Networking analysis, current situation and perspectives


Abstract:

Central America is a region of constrained, not great structural research in terms of own public budgets or private capital investment for the participation in aeronautical and astronautic industry. The future is demanding worldwide expertises to properly deliver solutions for the Global warming, renewable energies, ubiquitous technology, new economic models, etc. Central America has a main challenge in the growing appeal. In overall there is not effulgent initiatives of Public Private Partnership (PPP) with focus in the astronautic sector, mostly due the circumscribed knowledge, complicated understanding of contracts, experience in cooperation agreements and other complex vicissitudes obligating this region in general to continue significantly indifferent with little options as a valuable potential for vested interests. If this tendency is not changed, Central America in comparison to other developing nations with space programs could continue losing and stay behind in terms of plans and development dependency. However, if unity cooperation agreements happens to build up at first basic Public Private Partnership project, then this study lead to the argument of too much upcoming work would occur forward the participation of local, regional, central policies, strategies, political exchanges involvement, technology transfer, trading, and so on which are important components for the success of Public Private Partnership in the movement of aeronautical and astronautical facilities across Central America. This exploratory study includes a macro perspective following a framework on how Central America can genuinely start the development of this industry to actively obtain Public Private funding and spurt operational networking fact-finding based on other cases where the astronautical industry has been successful; by doing so, the region can certainly master a set of policies and programs to inspirit the incentive of flourishing research and transcends from critical phases, early requirements to highly full research expertise, development of technology, products and services. This study proposes a basic framework model to support El Salvador and limited to Central America in terms of adopting an international working plan development of Public Private exploration, collaboration support and investment across its neighbouring countries where under the supervision from worldwide aerospace institutions El Salvador could enforces a continuous plan of a national program, focus in quality and exploration enterprise contributions, sustain the discovering of leadership. The framework pretends also awareness why funding this type of program agencies brings national and future economic development benefits in each nation, well-being of citizens by allocating considerable investment resources of advancing in-space systems.
