Valoración de la aplicación de las leyes medioambientales y su impacto sobre el medio y el buen vivir de los moradores de la ciudadela´´Los Vergeles Cantón Machala Provincia de El Oro.


Abstract:

Municipalities and therefore the Municipal Councils are the highest authorities in local government, the Constitution of the Republic and the Municipal Code grants them autonomy, which extends to economic, technical and administrative; that municipal autonomy strengthens the management of municipalities. As a result of that autonomy, one of the powers granted by the Constitution to municipal government it is to enact the Regulations or Ordinances, as a legal instrument; in addition to the power to enact them, the Municipal Councils are required to comply and enforce them. However, the reality is different, evidenced in the various towns, neighborhoods, housing developments located in the city of Machala a high degree of environmental pollution, either by deficiencies in the collection of solid waste, pollution of seas. For this reason it took as an example the Citadel Los Vergeles, town and known in the city of Machala, to meet compliance with environmental laws sector. In the investigation it was determined that there is limited compliance with legal regulations related to environmental management, where the GADM Machala not execute its activities solid waste collection optimally, resulting in their accumulation creating infectious foci to the detriment of the community. To this the little culture by the citizenry that does not respect timetables sum does not classify waste, placed in vacant lots, creating a discomfort for those living in the sector.
