Análisis y evaluación del procedimiento interno de adquisición por ínfima cuantía vigente en la Empresa Pública Municipal de Telecomunicaciones, Agua Potable, Alcantarillado y Saneamiento de Cuenca-ETAPA EP aplicado en el área de Telecomunicaciones

Abstract:

The present thesis project presents an analysis of the current acquisition process in ETAPA EP. It analyzes different methodologies of process management and determines that the process of "plan, do, verify and act (PHVA)" is the most accurate to apply in order to promote the values of institutional continuous improvement. Likewise, it proposes a new process and flow chart of small amount acquisition that optimizes asset allocation time limit. For its development, the project uses secondary information available within the institution such as the Strategic Business Plan. Similarly, it takes as a reference the history of acquisitions made in 2016 and 2017 in the Telecommunications unit to establish average allocation times and determine information to validate the effectiveness of the process. It determines its weaknesses and threats, and defines a new process and flow chart for small amount acquisitions that optimizes time as well as determines quality indicators that must be applied and that will continuously measure the effectiveness and efficiency of the process and guarantee the quality of Telecommunications service and the sustainability of ETAPA EP.
