Strengthening of local capacities for the economic and social inclusion of the population in human mobility on a territorial scale
Abstract:
Introduction: Human mobility is a global phenomenon that poses challenges for governments, especially in terms of economic and social inclusion. The COVID-19 pandemic increased the marginalisation and social precariousness of migrants. Methodology: This study uses an intersectional approach to examine how individual and group factors affect migrants' vulnerability. It analyses the capacity of local governments and civil organisations to manage the inclusion of people on the move. Results: The analysis shows how distrust and rejection in receiving communities hinder the integration of migrants. In turn, the pandemic exacerbated the vulnerability of the migrant population, affecting access to employment, housing, health and education. Conclusions: The lack of resources and capacities to manage the inclusion of migrants, coupled with the effects of the pandemic, exacerbates the situation. An intersectional approach is needed to provide more effective public policy solutions.
