Catalogue of the Merit and Competition Process for Human Talent Managers


Abstract:

The public service in Ecuador seeks to ensure the well-being of citizens through services such as health, education and justice. Although regulatory frameworks vary from country to country, they mostly establish rights and duties that promote integrity and efficiency in the management of human talent. Responsible units face complex and bureaucratic processes, which demand innovation and digital transformation. This research carried out in Ecuador proposes a digital catalogue that optimizes the merit and opposition competitions. The study showed that human talent units require constant technical support. The catalogue is structured in four phases: 1) Situational diagnosis and analysis, 2) Planning, 3) Implementation and automation, and 4) Control and monitoring, will also be a guideline for those responsible for the unit in both the region and the world. Its purpose is to reduce bureaucracy, streamline processes in public administration, providing a simplified and more efficient service focused on the citizen.
