The TIC´s are increasingly important in the processes of participation, not only for its accessibility but also for its social uses. These networks allow the acquisition of information, freedom of expression, association of persons, public participation, ie, users can create content, filter and organize information exchange and collaboration networks in contrast to the role of traditional media departing from a transmitter station to multiple recipients.
