Articulación en la gestión territorial de la planificación del GAD Parroquial Rural Puná con el GAD Municipal de Guayaquil durante el Período 2008-2013

Abstract:

In order to analyze the development of the coordination between Decentralized Autonomous Governments (GADs) in the context of planning, this research takes as a study-case the Parish GAD of Puná and the Municipal GAD of Guayaquil. In what concerns methodology, the research uses predominantly a qualitative approach, combining different research tools, such as semistructured interviews and observation records in order to collect the relevant data that allow us to answer the main objective and questions. Besides the fieldwork and the display of the results, the research contributes to reflect upon both the coordination processes according to the existing laws, as well as on the experience of rural Puná –geographically located in the Gulf of the Pacific and with the particularities typical of an island- their attempts to accomplish those laws in the field of planning.
