BEHAVIOR IN THE MISTREATMENT OF PETS IN THE SANTO DOMINGO MU-NICIPALITY OF ECUADOR


Abstract:

This article focuses on the mistreatment of pets in Santo Domingo, and in general to know the causes for which the authorities are unaware of this problem. The Constitution of Ecuador, the Organic Code of the Environment, protect the rights of this group of animals; such as having them in an environment suitable for living, feeding them, not causing them intentional harm either by beating them or abandoning them in the streets. The Municipal Ordinance No E-019-VQM regulates this problem, but the little socialization that has been given to it is confirmed. The objective of this article is to analyze why there are omissions of the authorities in the application of the norms that sanction the mistreatment of pet animals in Santo Domingo. To achieve the expected result, methods such as interviews, bibliographical research and statistics have been used. The result of the application of both the ordinance and the Organic Comprehensive Criminal Code are incipient, since with these data it can be inferred that there are many omissions on the part of the authorities and all this is due to ignorance of the laws, lack of interest in part of the people who denounce or those who most of the time do not.
